OVERVIEW

Vinegar is a high-acid, shelf-stable product (typically pH 2.4–3.4), making it inherently low-risk for botulism and other spoilage organisms. It's covered under the Direct-to-Consumer Commerce Act. Infusing vinegar with fruit, herbs, or garlic is standard practice and doesn't carry the same low-acid risk that infused oils do, since the base product is already highly acidic.
