Tallow and lard products became a cottage option in July 2026; everything else follows MoCRA
Only pork lard or tallow-based products qualify under the new state exemption. Confirm your formula qualifies.
Register with the cabinet and list your cosmetic products. The cabinet is still defining these products by regulation, so confirm the current form with the Food Safety Branch.
Cottage products use the state label set. All others need MoCRA labeling, ingredient lists, safety substantiation and adverse-event reporting.
| Item | Rule | Regulator |
|---|---|---|
| Tallow or lard cosmetics | Home-based processor registration and cottage label | CHFS Food Safety Branch |
| Other cosmetics | Ingredient list, warnings, domestic contact, safety substantiation | FDA (MoCRA) |
| Drug claims | Regulated as drugs, not cosmetics | FDA |
| Small business | Exempt from facility registration and product listing under the threshold | FDA |
Is plain bar soap a cosmetic?
Soap made only from fat and alkali that claims only to cleanse is generally outside FDA cosmetic rules. Check your claims.
Does the July 2026 law cover plant-oil soap?
No. It names pork lard and tallow based products.
Do small makers still report injuries?
Yes. MoCRA adverse-event reporting still applies.
